Introduction
Earlier this year the Clear Skies list was closed off for Installers wanting to access Low Carbon Building Programme funding, which required the Installer to be on the MCS list. At the time there were insufficient products on the MCS to close off the Clear Skies product list.
Due to the positive response and hard work by the Certification Bodies and Product companies, we are now in a position to support the final transition from the Clear Skies list to MCS product list.
However, as we appreciate that not all the technologies and companies are in the same position, the final stage will be in two parts, enabling those that have experienced legitimate difficulties to use the transition period to complete their product certification.
The transition will be on a case-by-case submission basis, as companies have approached their implementation of their MCS certification in different ways.
Company submissions will be made to the scheme administrator, Gemserv, by email (mcs@gemserv.com), explaining, how the company is complying with the minimum requirements, what the company is doing to complete their MCS certification and a brief history of why they have not been able to achieve their MCS certification so far.

Update
The MCS Steering Group recognises that companies have been under various time pressures over the last year. Although, the date of the closure of the Clear Skies products scheme was announced last year, it is not our intention, especially with the recent announcement of the transition arrangements, to add to the time pressures on those actively working hard to meet the transition deadlines.
Therefore, for clarity, the below statement should be interpreted as the Product Company's ability to demonstrate that they have started a dialogue with one or more Certification Bodies or Test Labs, with the intention of forming a contractual relationship and testing / certification within the MCS transitional timeframe. The MCS Evaluation Team will assess the form of intention during the review of the Product Company's detailed request for transition.

The key changes to the new document are:
- It contains the agreed wording for the Declaration that all manufacturers must sign who have applied to have their products listed under the Transition Arrangements. (a condition that was already established in principle in the December 11th document)
- It contains a restatement of the transition criteria for wind products.
All companies with products currently on the Transition List must return the Declaration, signed by a Company Director, to the MCS helpdesk by 5pm on March 3rd 2010. This can be either via email to MCShelpdesk@gemserv.com, by fax 0207 090 1001 or by post to MCS Licensee, Gemserv Limited, 10 Fenchurch Street, London EC3M 3BE.
Failure to supply the Declaration will result in the products being removed from the list. Please note that the company would still be held to the terms of the Declaration for any transition product they have sold whilst it was on the list.
Any new applications to join the Transition List must return the Declaration before the products are added to the list.
